Additional Secretary (Admin & Finance)
Mrs. Menaka Abeyrathne is a Special Grade officer of Sri Lanka Administrative Service and she has joined to SLAS in year 1995.
She has worked as Divisional Secretary in Bulathsinhala, Madurawala and Bandaragama Divisional Secretariats. She holds B.A (Special.Hons) degree from University of Kelaniya, Master’s degree in Sociology from University of Kelaniya, Diploma in Disaster Management and Diploma in Public Management.
She has participated short term training programmes on Rural Development in Thailand and Nepal.
She is currently working as the Additional Secretary (Admin & Finance) in Ministry of Rural Economy.
Mr. S. Senanayake
Additional Secretary (Development & Planning)
Mr. S. Senanayake is a Special Grade Officer of the Sri Lanka Administrative Service. He is an officer with enormous experiences in the Public Sector, served for the regional administration establishments and as well as for the several Ministries and Departments.
He has served in the regional administration in the capacities of the Assistant Divisional Secretary & Divisional Secretary and also Assistant Director in the Rural Development Training and Research Institute (RDTRI).
Mr. Senanayake also has served as Additional Secretary to the Ministry of Sugar Industry Development and Ministry of Highways, Higher Education and Investment Promotion. Before joining as the Additional Secretary (Development & Planning) to the Ministry of Rural Economy, he has served as District Secretary of the Polonnaruwa District.
Mr. Senanayake obtained a Bachelor of Science (Special) Degree in Business Administration (with the Second Class Lower Division honours) from the University of Sri Jayawardenapura in 1985. He has also obtained Master’s Degree in Human Resources Planning and Development (with the first class honours) from the Guru Gobind Indraprastha Singh University, India in 2008. He has also participated for special training workshops and conferences on public administration.
Dr. Mrs. G.R. Rajapaksha
Director – Livestock Development
Dr. Mrs. G.R. Rajapaksha, Director to the Ministry of Rural Economy is a Class I officer of the Animal Production & Health service.
Dr. Mrs. G.R. Rajapaksha obtained a Bachelor of Veterinary Science Degree from the University of Peradeniya in 1984. She has obtained a Master’s Degree in Tropical Veterinary Science from the Center of Tropical Veterinary Medicine, University of Edingbrough in 1989.
Dr. Mrs. G.R. Rajapaksha who joined the Animal Production and Health service in 1984. She has served as a Veterinary Surgeon, Government Livestock Farm Polonnaruwa (1984-1986), Veterinary Investigation Officer, Pannala (1986-1995), Veterinary Investigation Officer, Welisara (1995-2014), Chief Quarantine Officer, Department of Animal Production and Health, Colombo (2014-2017), Acting Director, Ministry of Rural Economy up to date.
Miss. Nalika Gunaratne
Senior Assistant Secretary (Administration)
Miss. Nalika Gunaratne obtained Bachelor of Science Special Degree (Public Administration) from the University of Sri Jayawardanepura and Master’s Degree in Social Science from the University of Kelaniya.
She is a SLAS Class 1 officer with more than 15 years of service. She worked in the Department of Land Commissioner General’s earlier. She is presently serving as the Senior Assistant Secretary in the Administrative Division.
Mrs. P.S. Wimalaweera
Senior Assistant Secretary (Livestock Division)
Mrs. P.S.Wimalaweera holds a Special Degree in Business Management from University of Sri Jayewardenepura and holds MSc in Public Management from SLIDA. She has more than 18 years’ experience in Public Service and she is a Class I officer of Sri Lanka Administrative Service.
She has served in the Ministry of Child Development and Women Affairs, Ministry of Livestock and Rural Community Development, Ministry of Social Services, Welfare and Livestock Development and has served as Divisional Secretary in Moratuwa and Rathmalana Divisional Secretariats.
Currently she is working as the Senior Assistant Secretary of the Livestock Division of Ministry of Rural Economy.
Mrs. Gilma Dahanayake
Director (Development i)
Mrs. Gilma Dahanayake obtained her first degree in Bio Science from the University of Ruhuna. She obtained Post Graduate Diploma in Management from the University of Rajarata and Post Graduate Diploma in Economic Development from the University of Colombo.She has obtained Masters Degree in Social Science University of Kelaniya.
She joined the Sri Lanka Administration Service in year 2000. She worked for the Ministries of Healthcare & Nutrition and Mass Media and Information prior to joining this Ministry in 2011.
Mrs. Pushpa Ranjanie Abeygunawardhana
Director (Development ii )
Mrs. Pushpa Ranjanie Abeygunawardhana is a Sri Lanka Administrative Service class 1 officer who joined to SLAS in 1998 and served various Ministries, Departments and Institutions, as a senior executive.
She obtained Geography Special Hones degree from University of Colombo in 1992 and served as an Assistant Lecturer at Geography Department in University of Colombo, Visiting Lecturer in University of Sabaragamuwa and Project Officer at National Institute of Education, Maharagama. She fulfilled Master of Arts in Geography from University of Colombo and Specialized in Rural and Regional Development.
After she joined SLAS in 1998, worked several Ministries such as Transport and High ways, Traditional Industries and Small Enterprise Development, State Infrastructure development, Hill Country New Villages Infrastructure Development Ministry and Department of Immigration and Emigration and Divisional Secretariat in Ingiriya and Horana.
Presently she attached to the development section of the Ministry of Rural Economy as a Director–Development, actively involved in Development Project.
Mrs. Nilmini Kumarasinghe
Mrs. Nilmini Kumarasinghe is an officer belongs to the Sri Lanka Planning Service. She graduated from the University of Colombo with Bachelor of Arts (Special) Degree. She obtained her Post Graduate Diploma in the field of Sub National Level Development & Planning from the same University.
Mrs. Kumarasinghe has more than 19 years of experience in the planning service and she served for various Ministries such as Youth Affairs and Sports, Samurdhi, Justice, Constitutional Affairs and National Integration.
Presently she is attached to the Planning Division of the Ministry as the Director. She has actively involved in planning, research and development activities of the Ministry.
Dr. C.N.S. Gamage
Deputy Director (Livestock Planning)
Dr. C.N.S.Gamage graduated from University of Peradeniya having a degree of Bachelor in Veterinary Medicine and Animal Science (BVSc) and read for Masters in Agriculture Economics and Molecular Biology and Bio Technology in University of Peradeniya and University of Ruhuna. He obtained a Post Graduate Diploma in Public Administration and currently reading for a Business Administration degree in the University of Colombo.
He was trained on inter relationship of livestock development for poverty alleviation, livestock and rural economic development and dairy extension services in Japan, China, South Korea, Thailand, Malaysia and Uk.
Dr. Gamage joined to the Government Service in year 2000 as field Veterinary Surgeon and worked as Principal of Animal Husbandry Training School Kekanadura as Principal, Veterinary Surgeon Special Projects in Southern Province. In 2007 he joined to the Ministry of Livestock Development as Assistant Director – Livestock Development. Since then he served in the Ministry of Livestock and Rural Economic Development, Ministry of Social Welfare and Livestock Development. He serve as a member of Board of Directors of State Mortgage and Investment Bank and CARP.
Mr.S.B.Aravinda De Mel
Deputy Director (Livestock Development)
Mr. Aravinda De Mel is a Class I officer of Sri Lanka Animal Production and Health Service. He holds a Diploma in National Technical Science (Agriculture) in Ampara Senior Technical Institute in 1985. After that he has followed short term training programmes in Phillipine, China, Malaysia, Thailand, Netherland, India and Korea.
Mr.Mel has started his career as a Livestock Development Instructor in 1986 in Department of Animal Production and Health and has been promoted to Sri Lanka Animal Production and Health Service in 1998.
He has served as the Animal Quarantine Officer in Katunayake International Airport Animal Quarantine Unit in 1986-2000 and served as a Livestock Officer in Colombo Animal Quarantine Centre from year 2000-2008 and currently he is working as the Deputy Director ( Livestock Development) in Ministry of Rural Economy.
Miss K. A. Jayadevi P. Kodithuwakku,
Miss Jayadevi Kodithuwakku, Assistant Secretary to the Ministry of Rural Economy is a Class III Officer of Sri Lanka Administrative service.
Miss Jayadevi obtained a Bachelor of Arts (Special) Degree in History from the University of Peradeniya in 2006. She has also obtained a Master Degree in Sociology from the University of Kelaniya in 2013.
Miss Jayadevi who joined the Sri Lanka Administrative Service in 2009, has served as assistant Commissioner of Cooperative Development Western Province in Kalutara District (2010 – 2016).
Mr. LAL HEWAPATHIRANA
Assistant Director (Development ii )
Mr. Lal Hewapathirana is an officer belongs to the Sri Lanka Administrative Service. He obtained his first degree in Bachelor of Science from Open University of sri lanka. He joined to the Sri Lanka Administrative Service in the year 2014. He is currently serving as an Assistant Director (Development) at the Development and Planning division of the Minisrty.

Mrs. Ajantha Pieris is a Grade III officer of Sri Lanka Planning Service. Mrs. Pieris holds a Veterinary Science Degree from University of Peradeniya and holds MSc in Regional Development and Planning in University of Colombo and holds a Diploma in Planning and Development from SLIDA.
Mrs. Pieris has joined to the Sri Lanka Planning Service in year 2008 and currently working as the Assistant Director (Planning) in Ministry of Rural Economy.
Mrs. Yasanthi Samarasinghe
Assistant Director (Planning ii )
Mrs. Yasanthi Samarasinghe received her Basic Degree in Agricultural Science from the University of Peradeniya in 1995. She obtained her Master Degree in the field of International Development,from the National Graduate Institute of Policy Studies (GRIPS), Japan. She holds Diploma in Planning and Development offered by SLIDA.
She is an officer of the Sri Lanka Planning Service. Before joining this Ministry, she served for the Departments of National Planning and Foreign Aid & Budget Monitoring. Presently she is attached to the Planning Division of the Ministry.
Dr. Ms. G.S.Sumanasekera
Dr. Ms. G.S.Sumanasekera is a Class I officer of Sri Lanka Animal Production and Health Service. She holds BVSc degree from University of Peradeniya.
She has completed Research MSc degree in Food and Nutrition from University of Kelaniya and Postgraduate Research on Non Communicable Diseases from University of Monash, Australia and University of Colombo jointly.
Dr.Sumanasekara has joined the Sri Lanka Animal Production and Health service in year 2000 and since then served in Samurdhi Authority of Sri Lanka as an Assistant Director and Deputy Director. Further, she has worked as a Deputy Director and Director (Livestock Development) in Ministry of Economic Development and at present she is working in the Livestock Development division of the Ministry of Rural Economy.
Dr. Mrs. H.C Kannangara is a Class III Officer of Sri Lanka Animal Production and Health Service. She has graduated from Faculty of Veterinary Medicine, University of Peradeniya in year 2002.
She has completed Masters Degree in Livestock Production and Health from Royal Veterinary College, University London in year 2013.
She is a qualified Lawyer and Notary Public. Currently she is working as a Veterinary Surgeon in Ministry of Rural Economy.
Dr.Mrs.Inoka Pieris is a Veterinary Surgeon of Sri Lanka Animal Production and Health Service. She holds Veterinary Medicine and Animal Science Degree from University of Peradeniya and a Master’s Degree in Food Microbiology from Swedish Universities of Agricultural Sciences, Uppsala, Sweden.
She has joined Department of Animal production and health in 2006 and at present working as a Veterinary Surgeon at Ministry of Rural Economy
Dr.Mrs. M.N.M.D.S.Dharmawardene is a Class III officer of Sri Lanka Animal Production and health Service. She has graduated from the faculty of Veterinary Medicine, University of Peradeniya in year 2002. She has completed her Postgraduate degree in Public Administration at Kumaraj University, India. She has completed Diploma in Management in Open University of Sri Lanka. She has joined Department of Animal Production and Health in year 2006 and at present she is working as the Veterinary Surgeon at Ministry of Rural Economy
Dr. (Mrs.) M.I.G. Jayathilaka
Dr. (Mrs.) M.I.G. Jayathilaka is a Class III officer of Sri Lanka Animal Production and Health Service. She holds a Degree in Veterinary Science (BVSc) from University of Peradeniya in year 2001 and holds a Master’s degree in Food and Nutrition from University of Kelaniya and MSc in Public Managemernt from SLIDA. She has been attached to the Sri Lanka Animal Production and Health Service since 2006.
Mr. D.H. Wickramarachchi
Mr. Dulkith Wickramarachchi is the Head of Legal Division of the Ministry. He is an Attorney-at-law qualified from the Sri Lanka Law College. He is currently reading for L.L.M. in International Trade offered by the University of South Wales. Mr. Wickramarachchi joined the Ministry in 1985 and has over 25 years of experience as the Legal Advisor to the Ministry. He attends all the legal matters pertaining to the Ministry and advises and supervises legal activities in all institutions under the Ministry.
He worked as the Executive Director in the Legal Department of the Board of Investment in Sri Lanka and as a Company Secretary at the MILCO (Pvt)Limited.
Mrs. Kanchana Priyadarshani is a Grade III Legal Officer. She holds a Law Degree from Law College in year 2005. She has followed course on HRM from IPM and has followed a course on Counselling from Mohan Lal Greroe Foundation.
Mrs Priyadarshani has been served as a Legal Officer in the Organization on Human Rights and Development and joined to the Ministry of Fisheries and Aquatic Resources in year 2010 as the Legal Assistant and joined to Ministry of Livestock and Rural Community Development as a Legal Officer in year 2014.
She is currently working as the Legal officer of Ministry of Rural Economy. Furthermore she is serving as a Notary Public, Registrar of Companies and Commissioner of Oaths.
